NOTICE INVITING TENDER THROUGH INTERNATIONAL COMPETITIVE BIDDING FOR SELECTION OF MASTER DEVELOPER

DEVELOPMENT OF 6.84 SQ. K.M. SEED START-UP AREA OF AMARAVATI CAPITAL CITY THROUGH SWISS CHALLENGE APPROACH UNDER APIDE ACT, 2001

                 Amaravati is being developed as a greenfield capital city (217 sq. km) for the State of Andhra Pradesh. APCRDA, an authority formed under APCRDA Act,2014 has notified the Master Plan for Amaravati in February 2016.

                A proposal along with draft contract agreements, for development of 6.84 sq. km of start-up area was submitted by a consortium of Ascendas-Singbridge Pte. Ltd. and Sembcorp Development Ltd.(the‘Original Project Proponent’) under the Swiss Challenge approach to MA&UD (CRDA) Dept. of Govt. of Andhra Pradeshas per APIDE Act, 2001. The same has been finalized and approved by the Government of Andhra Pradesh vide G.O. Ms. No. 170,MA&UD (CRDA2) department dated 04.07.2016 as amended by G.O. Ms. No.1,MA&UD (CRDA2) department dated 02.01.2017.

                 APCRDA, for and on behalf of the Government of Andhra Pradesh, invites competing counter proposals through International Competitive Bidding, from eligible bidders for selection as Master Developer for the above mentioned seed start-up Area.

                 APCRDA proposes to adopt a two-stage bidding process for this purpose.The first stage involves qualification of bidderswho make an application in accordance with the provision of the Request for Qualification (RFQ) document as mentioned at paragraph 5 below. Qualified bidders shall be eligible for participation in the second stage of the bidding process. i.e.Request for Proposal (RFP). In this second stage, the RFP document and related information including the revenue share offered by the ‘Original Project Proponent’ shall be made available to the qualified bidders.

                 The RFQ document along with Project Information can be accessed from www.apeprocurement.gov.in starting at 15:00 Hrs. (IST) on 06.01.2017subject to the terms set out therein. RFQ submissions are required to be done on the same portal and the last date for submission is 15:00 Hrs. (IST) on 21.02.2017.
